Three reasons why the skill verification (skill test) for converting a foreign driver's license is difficult

Even drivers with many years of experience overseas often struggle with Japan’s skills test (ginou shiken), failing multiple times despite being confident behind the wheel. In other words, designated driving schools offer the advantage of allowing you to practice with the same types of vehicles and on courses equivalent to those at the license center, with both the school building and the driving course located together in one place. In addition, all instructors are nationally certified, and the quality and content of instruction are standardized and consistent, ensuring reliable preparation for the practical driving test.

On the other hand, a notified driving school is a school that has submitted notification to the Public Safety Commission but is not required to meet the official personnel, physical, or operational standards. These schools are often referred to as unofficial driving schools. While their size and facilities vary, they still provide instruction in driving skills and knowledge, much like designated schools. In cases where a notified school does not have its own practice course, it may rent external facilities to offer practical training.
