How to Convert Your Driver’s License in Saitama (外免切替)

Updated for the new rules starting Oct. 2025 – Your Complete Gaimen Kirikae Guide

If you live in Saitama and already have a valid foreign driver’s license, you can legally drive in Japan after completing the license conversion process (外免切替 / gaimen kirikae). This guide contains everything you need to know, from the required documents and test process to useful tips and service options that can make the process easier.

What Is Gaimen Kirikae?

Gaimen kirikae means converting your valid overseas driver’s license into a Japanese one. This process is managed by the local Driver’s License Center (運転免許センター) in your prefecture. Unlike new drivers, you don’t need to attend a full driving school. However, depending on your country, you might need to take a written test and a driving test before you can receive your Japanese license, at which point taking a few driving lessons is highly recommended.

Required Documents

Make sure to prepare the following items before visiting the center:

  • Your valid foreign driver’s license
  • Proof of residence/Juminhyo
  • Official Japanese translation of your license (can be issued by Ziplus or JAF)
  • Residence card (在留カード)
  • Passport(s) showing your travel history (to confirm at least three months of residence in the country where your license was issued)
  • One photo (3×2.4 cm, plain background, no hats)
  • Application form (available at the center)
  • Processing fee (approximately ¥3,000–¥4,000)

Tip: Ziplus provides official translations within 1–2 days and we have an express option, which can be completed in a few hours. This is significantly faster than the industry standard of 1-2 weeks!

The Testing Process

Depending on your nationality, you may need to complete both a written test and a practical driving test at the Saitama Center.

1. Written Test

  • 50 true-or-false questions in English, Japanese, or other available languages.
  • You need at least 45/50 correct to pass.
  • Questions focus on Japanese traffic rules and road signs etc.

After the rules changed on October 1st 2025, it is true that the test got harder, going from 10 questions to 50, and from a 7/10 passing score to 45/50. However, this is still just half of the final written test you need to take if you opt to take the Japanese license from scratch at a driving school or camp.

2. Driving Test

If required, this is conducted on a closed driving course at the center.

  • You’ll be evaluated on basic driving manners, mirror checks, signaling, lane control, controlled braking etc.
  • The test is more about safety habits than speed—many applicants fail because of small details like forgetting to check blind spots.

The general consensus is that, even if you have extensive driving experience, this test might be difficult to pass on your first try since it also emphasizes Japan-specific procedures and driving manners. every time you have to re-take the test you have to wait another month or two so we highly recommend familiarizing yourself through practice lessons.

How Long Does It Take?

The entire process usually takes two to six months, depending on your schedule and the center’s availability. Preparing all documents in advance and booking your test early can save you a lot of time.
